WHEREAS, Debbie Harris has provided more than twenty years of service to the State of Nevada, Department of Health and Human Services; her most recent tenure with the Rural Regional Center; and

WHEREAS, Debbie Harris has dutifully, professionally and ethically performed her duties, most recently as a Developmental Specialist with the Nevada Division of Mental Health and Developmental Services; and

WHEREAS, Debbie Harris has spent her career encouraging the development of humane, high quality and progressive programs for people with disabilities; and the hard work consistently undertaken by Debbie Harris has helped improve the quality of life for people with disabilities; and

WHEREAS, Debbie Harris has exemplified the highest standards of sharing and support to co-workers at the Rural Regional Center, as well as all other agencies of the Division; and

WHEREAS, employees of Rural Regional Center and other agencies have expressed a great appreciation for Debbie Harris and her warm and caring demeanor, her knowledge and skills;

NOW, THEREFORE, I, JIM GIBBONS, GOVERNOR OF THE STATE OF NEVADA, do hereby proclaim December 31, 2008, as a day in honor of
